It is hereby made the duty of every person, corporation, quasi-corporation, and public officer, having in his possession or hereafter coming into the possession of any such evidences of title, to deliver the same to the Secretary of Community Affairs as soon as it may be done without inconvenience or prejudice to the interests of the Commonwealth,--the Secretary of Community Affairs giving his receipt for the same.
