There are hereby created, as departmental administrative boards in the Department of Justice, 1 new boards of trustees which shall have general direction and control of the property and management, as provided by The Administrative Code, the act, approved the ninth day of April, one thousand nine hundred twenty-nine (Pamphlet Laws 177), as amended, 2 of certain institutions which the Department of Justice is hereby specifically authorized to establish:
(a) The Board of Trustees of the State Penitentiary at Rockview;
(b) The Board of Trustees of the State Penitentiary at Graterford; and
(c) The Board of Trustees of the State Penitentiary at Huntingdon.
