Section 1. The Bureau of Government Donated Food, together with its functions, powers and duties, including but not limited to those functions, powers and duties set forth in the act listed in section 2 of this Reorganization Plan, is transferred from the Department of General Services, where it has been a departmental bureau, to the Department of Agriculture, where it shall be a departmental bureau known as the Bureau of Government Donated Food, with all the powers, functions and duties it previously possessed.
Section 2. The functions, powers and duties of the Department of General Services, as set forth in section 22(d) of the act of July 22, 1975 (P.L. 75, No. 45), as they relate to the distribution of Federal government donated agricultural commodities, are transferred from the Department of General Services to the Department of Agriculture.
Section 3. The functions, powers and duties of the Secretary of General Services, with respect to the Bureau of Government Donated Food, including the functions, powers and duties set forth in the act of July 22, 1975 (P.L. 75, No. 45), as they related to the distribution of Federal government donated agricultural commodities, are transferred from the Secretary of General Services to the Secretary of Agriculture.
Section 4. There are hereby transferred to the Department of Agriculture, to be used, employed, and expended in connection with the functions, powers and duties transferred by sections 1, 2 and 3 of this Reorganization Plan, contract obligations, if any, records, files, property, supplies and equipment now being used or held in connection with such functions, powers and duties, and the personnel employed in connection with such functions, powers and duties; and the unexpended balances of appropriations, allocations and other funds available or to be made available for use in connection with such functions, powers and duties.
Section 5. Section 22(d) of the act of July 22, 1975 (P.L. 75, No. 45) and Reorganization Plan No. 8 of 1955 1 are suspended insofar as they are in conflict with this Reorganization Plan and insofar as they impose any powers, functions or duties on the Department of General Services with respect to the distribution of Federal government donated agricultural commodities.
Section 6. This Reorganization Plan shall take effect immediately.
