The heads of the several administrative departments, except the Auditor General and the State Treasurer and the several independent administrative boards and commissions shall, subject to the approval of the Executive Board, establish such bureaus or divisions in their respective departments, boards, or commissions, as may be required for the proper conduct of the work of such departments, boards or commissions.
