Pennsylvania Statutes Title 71 P.S. State Government § 639.2. Authority for State System of Higher Education and member institutions to award contracts for stationery, paper, printing supplies, public printing and binding (Adm. Code § 2409.2)

Notwithstanding any other provisions of this act, the State System of Higher Education or any member institution shall be authorized to accept local bids and award contracts for its stationery, paper, printing supplies, printing and binding needs through a competitive bidding process.
