(a) The following shall be included as part of the transfer of responsibilities to the Department of Corrections under this article: all personnel, allocations, unexpended balances of appropriations, fixed assets, equipment, files, records, contracts, agreements, obligations and other materials and supplies owned, employed or expended by the Department of Education in connection with the provision of inmate education and training. All allocations and appropriations shall have the same force and effect as if they had been made to the Department of Corrections for purposes of inmate education and training. All contracts, agreements and obligations shall have the same force and effect as if they had been executed or incurred by the department.
(b) Existing regulations, policies and other documents and all actions of the Department of Education relating to the provision of inmate education and training shall remain in effect until the department amends the regulation, document or other action.
