The Department of State shall have the power, and its duty shall be:
(a) To prepare and issue, with the approval of the Governor, commissions to all officials elected by popular vote, who by law are entitled to receive them, and to prepare and issue, with the approval of the Governor, commissions to aldermen and justices of the peace 1 elect based upon the certificate of the prothonotary showing election and acceptance of such offices;
(b) To issue commissions to such officials as are entitled thereto, appointed by the Governor;
(c) To file bonds of county officers and notaries.
