Every library, literary and scientific association, and historical society incorporated under the laws of this commonwealth, and owning a library of two thousand or more volumes, shall be entitled to receive one well bound volume of each of the executive and legislative documents hereafter published, and such other publications as are authorized by law to be printed by the state printer.
