Whenever any person heretofore has or hereafter shall bequeath any personal property to the Commonwealth without attaching restrictions as to the use thereof, said bequest, or the proceeds thereof, shall be received by the Department of Revenue and transmitted to the State Treasurer for deposit in the general fund. The Department of Revenue upon the receipt thereof shall have authority to give a receipt therefor, duly acknowledged, to the personal representatives of said decedent.
