Pennsylvania Statutes Title 71 P.S. State Government § 1523. Duties of council

The council shall make such studies as may be desirable in collaboration with existing official planning, civic, industrial, agricultural, and other agencies, with a view to promoting the economic, social, industrial, and recreational welfare of the Commonwealth. The council in carrying out the aforesaid studies shall act only in an advisory and coordinating capacity, and shall not duplicate the work of any existing State or municipal agency. It shall also collaborate with agencies interested in the development of the ports of the Commonwealth with a view to promoting the interests of said ports.
