There is hereby created and established directly under the Governor a State advisory and planning body, to be known as the “Greater Pennsylvania Council,” hereinafter termed “council,” which shall consist of one hundred and fifty members, to be appointed by the Governor. They shall serve without compensation but may receive their traveling and other expenses incurred in the performance of the work of the council.
