All statements required to be filed with the Board of Public Charities under any act relating to and regulating the solicitation of moneys and property for charitable and patriotic purposes shall be filed with the department, which is hereby vested with the power to issue the certificate of registration required and provided by such act, and to prescribe a form for all such statements and such other rules and regulations as may be necessary for the purpose of carrying out the powers with which it is charged. Any fee for the filing of such statement heretofore required to be paid to the Board of Public Charities shall be paid to the department, and by it paid into the State Treasury.
