The Commissioner of Public Welfare shall be appointed by the Governor, by and with the advice and consent of the Senate, for a term of four years. Before entering upon the duties of his office, he shall give a bond to the Commonwealth, in the sum of twenty-five thousand dollars ($25,000), to be approved by the Governor, conditioned for the faithful performance of the duties of his office, and shall take and subscribe the oath prescribed by the Constitution. Vacancies in the office of commissioner shall be filled by the Governor. The commissioner shall receive an annual salary of ten thousand dollars ($10,000) and all expenses necessarily incurred in the discharge of his duties.
The Deputy Commissioner shall be appointed by the Governor, and shall receive an annual salary of seven thousand five hundred dollars ($7,500).
