The Secretary of Highways 1 may charge a certification fee of one dollar ($1.00) and, in addition thereto, the costs of material and preparation for each and every certified copy of records, books, papers, documents, and rulings requested: Provided, That no charge shall be made for certified copies of records, books, papers, documents, and rulings furnished any department, board, or commission of the Commonwealth of Pennsylvania, or any municipal subdivision thereof.
