All duties, responsibilities, powers, or jurisdiction conferred upon the State Highway Commissioner, and upon the State Highway Department as previously created, by acts of Assembly now in force, and which do not conflict with the provisions of this act, are therefore not repealed by this act, and shall be assumed by, and are hereby conferred upon, the State Highway Department 1 and the State Highway Commissioner created under this act.
