The department shall establish a program to provide and promote environmental education related to the conservation, utilization and preservation of the natural resources of this Commonwealth. For these purposes, the department may use funds provided by the Department of Environmental Protection pursuant to the act of June 22, 1993 (P.L. 105, No. 24), known as the Environmental Education Act, 1 and any other available funds. The amount of funds provided by the Department of Environmental Protection shall not be less than 25% of the annual receipts of the Environmental Education Fund and may be used for the purpose stated in this section notwithstanding any limitations in the Environmental Education Act.
