In the performance of the work hereby authorized, the members of the Water Supply Commission, 1 and any agent or employee thereof, are authorized to enter and re-enter upon any land or premises, and may make any survey or measurement, or collect any data deemed necessary. Any person who shall prevent, or attempt to prevent, any such entry or re-entry, or any such work aforesaid, or who shall destroy or deface or disturb any mark, stake, device or apparatus used, or intended to be used, in carrying on said work, shall, upon conviction thereof, in a summary proceeding before any alderman, magistrate or justice of the peace 2 of the county, be sentenced to pay a fine of not more than twenty-five dollars, with costs of prosecution, or, in default thereof, shall be sentenced to undergo an imprisonment in the jail of the county for a period not exceeding ten days.
