The Department of Forests and Waters 1, with the approval of the Governor, is hereby authorized to accept free and clear of all encumbrances, any grant of lands by the United States of America, or any agency thereof, used as or suitable for parks or recreational areas, with any improvements thereon, subject to agreement between the Commonwealth of Pennsylvania and the Federal government, or any agency thereof, concerning the maintenance of said parks or recreational areas. The acceptance of said grant shall be completed upon delivery to the Commonwealth of a deed in fee simple, subject to the reservation, if any, of oil, gas and minerals, upon approval by the Department of Justice.
