The Department of Forests and Waters, when it is recommended by the Chief Forest Fire Warden and approved by the Secretary of Forests and Waters, 1 is authorized to lease or sell its telephone lines, or any part thereof, whenever it can increase the efficiency of its communication facilities or reduce its expenses by so doing. All moneys received from such lease or sale shall be paid into the General Fund of the State Treasury.
