As soon as may be, the commission first appointed shall organize by the selection of a permanent chairman, and thereafter the commission shall organize, at Harrisburg, on the fourth Wednesday of January of each year. The commission shall, at each organization meeting, appoint a secretary, who shall not be a member of the commission. The commission shall define the duties of its officers. The members of the commission shall serve without compensation, but shall be reimbursed for all expenses actually incurred in the discharge of their official duties. The Attorney General of the Commonwealth 1 shall act as the legal adviser of the State Fair Commission. 2 All moneys appropriated for the work of this commission shall be paid upon warrants of the Auditor General on the State Treasurer, after the filing of itemized vouchers by the commission.
