The said agent of the said board, 1 the said dairy and food commissioner, 2 is hereby authorized and empowered, subject to the approval of the said state board of agriculture, to appoint and fix the compensation of such assistants, agents, experts, chemists, detectives and counsel, as may be deemed by him necessary for the proper discharge of the duties of his office, and for the discovery and prosecution of violations of the said laws: Provided, That the entire expenses of the said agent and of all his assistants, agents, experts, chemists, detectives and counsel (salaries included), shall not exceed the sum appropriated for the purposes of this act.
