The Pennsylvania State Police shall have the power, and its duty shall be, to conduct at the Pennsylvania State Police Academy courses of instruction for the proper training of persons to act as policemen for the several political subdivisions of this Commonwealth. Subject to the provisions of this act, the Commissioner of Pennsylvania State Police is hereby authorized to establish standards of proficiency, training and discipline for persons attending such school, and to issue certificates of qualification to graduates of the various courses of instruction. The commissioner, with the approval of the Governor, shall employ such instructors and other employes as may be necessary for the purposes of this act.
