All public documents, including statutes-at-large and archives of Pennsylvania, placed in the possession, or which may hereafter come into the possession, of the secretary of the commonwealth for sale and distribution, except the pamphlet laws and Smull's legislative handbook, be and they are hereby transferred to the state librarian, who is hereby authorized to make such sale and distribution of them as is or may be required by law.
