All certificates issued by the Department of Banking and by the Department of State and all copies of articles, papers and other documents filed in either department and certified by the Secretary of the Department of Banking or by the Secretary of the Commonwealth shall be taken and received by all courts, public offices, and official bodies as prima facie evidence of the facts therein stated.
