All savings banks having a capital stock are hereby authorized and required to issue certificates of their said stock, to all the stockholders, properly signed by the president, secretary or treasurer of said savings bank, which certificates transferred by the party holding the same, or his duly authorized attorney, in the presence of the president, secretary or treasurer, shall be a valid and legal transfer of the said stock.
