In all cases where the moneys due for the patenting of lands have been secured by mortgage to the Commonwealth, and the whole or any part thereof is unpaid, the Secretary of the Land Office 1 shall deduct from the amount due the Commonwealth, the interest charged on the purchase money of any lands, for the time which elapsed between the second day of December, 1776, and the second day of December, 1783: Provided, That the lien of the Commonwealth on said lands shall not be in any way affected by this act.
