The said soil and lands, hereditaments and premises, and every part and parcel thereof, (except as is herein excepted,) 1 from and after the date hereof, shall be subject to such disposal, alienation, conveyance, division and appropriation as to this or any future legislature of this commonwealth shall, from time to time, seem meet and expedient, in pursuance of such law or laws as shall for that purpose hereafter be made and provided.
