(a) Suspension.--Upon application in writing and after a hearing pursuant to notice, the board may reissue or modify the suspension of any license which has been suspended.
(b) Revocation.--Unless ordered to do so by a court, the board shall not reinstate the license of a person that has been revoked and such person shall be required to apply for a license after a period of five years in accordance with section 321 1 if he desires to resume operating as a licensee at any time after such revocation.
