No person shall be permitted to register as an apprentice of cosmetology nor shall a licensed cosmetology salon employ or cause to be registered a person until an application for an apprentice permit shall have been filed with the board and an apprentice permit issued by the board. No apprentice permit shall be issued unless the prospective apprentice applying therefor shall have established to the satisfaction of the board that he or she is of good moral character, has completed a tenth grade education or the equivalent thereof or in lieu of such education or the equivalent thereof has received training from or under the auspices of the Bureau of Rehabilitation in the Department of Labor and Industry and is free from contagious or infectious disease.
