The board may issue a license to an individual who has licensure or its equivalent as a crane operator in any other state or territory of the United States or the Dominion of Canada, if all of the following requirements are met:
(1) The individual is currently certified by the National Commission for the Certification of Crane Operators.
(2) The individual meets the requirements set forth in section 502. 1
(3) The individual pays the required fee.
