If a pilot shall fail to exercise his profession for any consecutive ninety-day period, the pilot shall be deemed to be on inactive status. A pilot on inactive status is forbidden from piloting vessels. A pilot may be removed from inactive status upon certification to the Navigation Commission that the pilot has made such refresher trips over the route as shall be deemed necessary by the Navigation Commission to assure that the pilot is fully familiar with conditions along the route. Refresher trips shall be made in the company of a first-class pilot.
