In addition to the members of the board provided for in section 6 of this act, 1 the county commissioners of each county adjoining to a county of the second class, may appoint a representative of such adjoining county to the board, who shall have the power to participate in and vote only on matters directly affecting rates and services within the county represented by such member. Such representative shall be appointed for a term of five (5) years and shall receive compensation in accordance with the provisions of section 6.
