In case any pilot licensed under the provisions of the act to which this is a supplement, 1 and the supplements thereto, shall neglect or refuse to take and subscribe the oath or affirmation herein provided, after notice having been given by the master warden, 2 it shall be the duty of the master warden to withdraw and cancel the license of such pilot; and it shall not be lawful for any pilot so refusing or neglecting to take and subscribe the oath or affirmation aforesaid, to perform the duties of a pilot in the bay or river Delaware.
