All books, records, papers, and documents now in possession, custody and control of the State Quarantine Board or any of its employés, or in the possession, custody and control of the quarantine physician or the health officer for the port of Philadelphia, shall be immediately transferred and delivered to the possession, custody, and control of the State Department of Health. Such department shall keep the books, papers, records, and documents so secured in a place suitable for their protection and for reference.
