There shall be allowed two dollars per day to every pilot of any ship or vessel compelled to perform quarantine, 1 for every day he may be detained, to be paid by the master, owner or consignee of any such ship or vessel; and the pilot of such ship or vessel shall not be discharged in less than six days, without his consent.
