Each electrical inspector may incur traveling expenses, and such other expenses as may be necessary for the proper discharge of his duties under the provisions of this act. The secretary, through the Department of Property and Supplies, 1 shall purchase for the electrical inspectors such instruments and equipment as he deems necessary to assist them in carrying out the duties imposed upon them by this act. All furniture, instruments, plans, books, memoranda, notes and other materials pertaining to the office of electrical inspector, shall be the property of the Commonwealth, and shall be delivered by the electrical inspector to his successor in office.
