No person who is interested personally nor a person employed in the mine or at a colliery in or at which loss of life has occurred by accident, shall be qualified to serve on a jury empaneled on the inquest, and a constable or other officer shall not summon such a person so disqualified as juror, but the coroner shall empanel a majority of the jury from miners who are qualified to judge the nature of the accident; every person who fails to comply with the provisions of this article shall be guilty of an offense against this act.
