(a) Civil and administrative.--Notwithstanding 42 Pa.C.S. Ch. 55 Subch. B 1 (relating to civil actions and proceedings) or any other statutory provision to the contrary:
(1) A civil action under this act shall be commenced within three years from the date the cause of action arises.
(2) An administrative action under this act shall be commenced within three years from the date of the violation.
(b) Criminal.--Notwithstanding 42 Pa.C.S. Ch. 55 Subch. C 2 (relating to criminal proceedings) or any other statutory provision to the contrary, a criminal action under this act shall be commenced within three years from the date the offense is committed.
