Upon application by the operator, the permit shall be renewed from year to year so as to cover the number of acres embraced in the original permit which have not been stripped, and upon filing the required bond for such additional land and such additional material as would have been required for the additional land had it been included in the original application for a permit, an amended permit shall be issued to the operator to cover acres which are not included in the original permit and which the operator estimates will be the area of land affected during the following year.
