A board of five citizens of the state of Pennsylvania, two of whom shall be selected from the anthracite regions of Pennsylvania, one from the employer and one from the employe class; two from the bituminous regions of Pennsylvania, one from the employer and one from the employé class, and one well known sociologist, shall be named by the governor to act as trustees for the following purposes:
