The Commonwealth shall be arranged by the secretary into mine land and water conservation districts, which the secretary may at any time redistrict. Each district shall have mine conservation inspectors.
Mine conservation inspectors shall be appointed in accordance with the rules and regulations of the Civil Service Commission. It shall be the duty of the secretary to assign the inspectors to their respective districts.
