When differences arise between the checkweighman or checkmeasurer and the agent or owners of the mine as to the uniformity, capacity or correctness of scales or cars used, the same shall be referred to either the sealer of weights and measures of the county where the mine is located, or to the Department of Mines and Mineral Industries 1 whose duty it shall be to regulate the same at once.
