If the deploying parent is unable to exercise the scope of legal custody awarded to the deploying parent, a court may grant part of the deploying parent's scope of legal custody to a nonparent who is an adult with whom the child has a close and substantial relationship. A court order under this section shall specify the scope of legal custody granted.
