The department may make additional grants to any county participating in an approved mental health and intellectual disability plan to assist in establishing the services provided for in such plan, for the first three years of operation of such plan. Said grant shall be supplemental to grants authorized by section 509 1 but shall not exceed in any one year, ten percent of the grant made under that section.
