The board of trustees of the Harrisburg State Hospital, acting through its president and secretary, be and the same is hereby authorized and empowered to negotiate with the City of Harrisburg for the opening of the parkway proposed by the said city from Reservoir Park to Wildwood Park, in the same city, and to agree upon the terms, conditions, limitations, and damages for so doing, and, an agreement being reached, to grant and convey the rights required for so doing, taking in exchange therefor such sum of money as damages, or such other lands, or such other consideration, as the said board of trustees may determine.
