The Superintendent of Public Printing and Binding, 1 or such other officer as may hereafter be charged by law with the editing, procurement, and compilation of public documents of the Commonwealth, with the approval of the Governor, is hereby authorized to negotiate for and purchase from the owners thereof any and all copyrights and all rights, property, and interest which they may have in a publication known as “Smull's Legislative Hand Book and Manual of the State of Pennsylvania,” and such copyright, rights, property, and interest therein when so purchased shall be legally assigned to the Commonwealth of Pennsylvania.
