The Chief Clerk and the comptroller of the House of Representatives shall be selected by the Bi-partisan Management Committee subject to confirmation and removal solely upon the affirmative vote of two-thirds of the members of the House of Representatives in office at the time of any such vote. The Chief Clerk and the comptroller shall be compensated in an amount determined by the committee.
