The Chief Clerk of the House of Representatives and the Chief Clerk of the Senate with the concurrence of the President pro tempore of the Senate may appoint such joint employes of the Senate and the House of Representatives as they shall deem necessary to provide joint services, security services, and emergency medical care. Compensation of such joint employes shall be determined jointly by the Chief Clerk of the House of Representatives and the Chief Clerk of the Senate with the concurrence of the President pro tempore.
