The compact negotiated by the said commissioners shall be submitted by the Governor to the General Assembly, and, the Congress of the United States having consented thereto, shall be in full force and effect upon its ratification by a duly enacted law of this Commonwealth, and by the States of New York and New Jersey as their laws may respectively prescribe.
