All moneys received from the Social Security Board under Title III of the Social Security Act 1 or the provisions of the Wagner-Peyser Act, 2 and all moneys made available by the Commonwealth or its political subdivisions and matched by moneys granted to the Commonwealth pursuant to the provisions of the Wagner-Peyser Act shall be expended solely for the purposes and in the amounts found necessary by the Social Security Board for the proper and efficient administration of this act.
